 lawn mower blade speed

I have a Craftsman mower with a 19.5 hp engine and 42" deck. I'm not happy with the cutting performance of the unit and I've thought about increasing the blade speed by changing the pulleys. Has anyone here ever done this? I know back in the early '80's congress choked down the blade speeds of residential mowers to help prevent injuries from thrown objects. I have about 1 ac of grass in 17 ac of woods so that's not a problem for me. As I recall the blade tip speed is around 10,000 fpm, while commercial mowers usually run 14,000 to 18,000 fpm. I of course have already done the usual things like adjusting the governor up and keeping the blades sharp. I would appreciate any input.

I've got a vague recollection that some styles or blades 'lift' the turf better than others. Something like that might improve the cut and be less of a problem than rpm modifications.

In changing mower rpm there would be an assumption that the deck is designed for greater rpm. There'd be greater stress when hitting things and anything out of balance would cause more vibration. It also would take more hp at and may require lower ground speeds. Angling the deck down a bit would reduce hp requirements but also reduce mulching action.

Changing pulley sizes likely would create new belt angles in the deck. Idler wheels, belt guards etc. might have to be relocated. Sounds like there might be complications to the ides even if a new set of pulleys with the right length belt could be found.
