The HP to run one is sort of an old issue now but I'll comment anyway. The theoretical horses needed for a theoretical KW is around 1 1/3HP. The 2HP/KW rule of thumb provides for some slippage between the theoretical and real worlds, a pad to accommodate surges and also doesn't require an engine to run flat out for extended periods.

Pure speculation here, but I've always heard this rule of thumb applied to small engine generators but it might be a bit rich for larger generators. If the generator mentioned is a very good deal, a large farm tractor might run one OK. There'd be the issue of weight and inertia of a large generator on the pto clutch, but smaller breakers probably could be installed to limit the HP requirements.
