I think you have had some sharp minds trying to help you and here is one old one chiming in also. Have not had a small Honda gas engine so no idea how the choke system on it works, but by chance does it have like a two stage choke? By that I mean a full choke for when first cranking the engine and then partly open choke for the first few seconds of run when you do get it running? If so that may be your problem. I have Stihl and Husky engines with this set up and if you were to leave them on full choke they would run like you are talking about.
Then one other thought as this is pressure washer I understand, does the water pump side have a switch to detect if no water flow to cut the engine off to save the pump?
Also it would fit what you had to happen with running out of gas and refill and then this problem with new gas: are you sure it is really gas? Not being smart but I had about same issue and somehow there was diesel fuel in mine gas. The other thought that comes to my mind is there was a piece of trash in the new gas and it is takes about 15 seconds for it to be sucked in place to cut off the fuel on the outlet.

I don't know if you still have ur problem but if so it sure sounds like the loader valve on the pump. Don't know what running out of gas has to do with it but I've fixed a few with the same symptoms and it was always the loader valve. Try starting it with the trigger on the wand engaged.
