Check valve in sump pump
Broken was your mom born with a sump pump? ;P
Ohhhh you mean her HOUSE has a sump pump ahhhhhh-ha!
That's a good question about moving it up. But I gotta think that moving it down may be better as there will be more back pressure against the valve. I'd call the manufacturer or call your local plumbing inspector--he may not only know the Code but if this is a common problem with your particular valve. I do know my buddy's home sump pump valve tends to make a screaming sound. It's water bypassing it.
I'd be looking to see if the pipe that carries away the water may be blocked. That may be the problem, and not the valve.
Frank the back flow valve is suppose to keep water from returning or being siphoned back ino the basement.

Franky, picture a basement wall footer or footing. Typically there is drain tile that runs around the outer perimeter of the footer. In some cases there is another perimeter drain tile running on the inside of the footer. In any case, the tile runs under the footer and over to a sump or well in the ground at floor level. Also connected to the sump or well are the floor drains. They all tie into the sump. An electric sump pump is then lowered permanently into the well and plumbed with 2" pipe up and out to the outdoors and away from the house. Power is supplied by 110VAC from an outlet nearby. Thepump urns on and off with an automatic float on the pump. Some people use an additional pump in the well that runs on backup power from a 12V source. Some pumps used in areas where there is reliable city water, the water itself is used to spin the pump at a 2:1 ratio--that is, a gallon of pressurized city water will pull out 2 gallons of waste water, plus its own water useage (or somewhere around those figures)
