This is a common problem in Alaska. The ground water is soooo cooold that the toilet tanks are covered with condensation and drip all over the floor and grow mold if not attended to.

The answer is to use a blending valve between the hot and cold water lines to temper the water, but after a couple of years the cold side plugs up and you get a serious rump sauna.

If the water gets too hot it melts the wax ring at the base of the toilet and then you get a foot bath.

But somehow I don't think this is the issue in Arkansas.
